Cardboard Diversion
Since 2000, Aquatera Utilities has offered a Commercial Cardboard Diversion Program.
Blue cardboard recycling bins have been placed at several commercial locations throughout the City. These bins are identified with signs that state “Aquatera Utilities has supplied this bin for cardboard recycling.” There is no direct charge to businesses for the servicing or rental of these recycling bins.
Each month, commercial customers pay a $12.88 cardboard recycling fee on their utility bill. This charge helps support the diversion program.
To participate in the Commercial Cardboard Diversion Program, please fill out the attached form, indicating business name, waste container storage location, as well as the names and phone numbers of other businesses who wish to take part.
To qualify for this service you must be a commercial business that does not generate enough cardboard to warrant renting a waste container. The container is generally “shared” between businesses and the location of the waste container must be accessible to all businesses involved. The container must be adequately maintained according to the criteria below. Scheduled collection of cardboard will be once a week, between 7:00 a.m. and 5:00 p.m. Collection will not occur if the bin is less than half full and the contractor will return the following collection date to reevaluate the level of the waste container.
Neither the waste hauler nor Aquatera shall be responsible for any damages of any kind to your commercial property (i.e. concrete or pavement damage) as a result of waste collection pursuant to this agreement or otherwise.
Criteria for provision of Commercial Cardboard Diversion Program.
Accessibility criteria - No physical barriers – e.g. branches, trees, gates or cables.
- No legal barriers – i.e. other business has a right of way for the provision of private and public services.
Turnaround criteria - The collection vehicle is able to turn without causing damage to businesses’ or contractor’s property or equipment.
Maintenance criteria - Adequate travelled surface (min.12ft. wide with 15ft. clearance overhead to accommodate bin lifter).
- For winter conditions, a timely plowing service.

How does this program affect me?
ICI consumers within the City of Grande Prairie are affected. There is a $12.36 cardboard recycling fee on their monthly utility bill.
What is the fee used for?
Over 55 community cardboard recycling bins have been placed in key areas within our community. The fee collected funds the placement and servicing of these bins.
What if I have cardboard in my load that I'm taking to the landfill?
Cardboard needs to be separated from your regular garbage. Smaller amounts of cardboard can be placed into the cardboard recycling container that is located at the landfill site.
A double tipping fee of $168/tonne ($20 min) will apply to loads that are disposed of with large amounts of cardboard included.
Commercial front-loading garbage trucks will not be charged a double tipping fee for loads that contain cardboard.
How can I apply for an exemption?
You can apply for an exemption if your business:
- Rents a cardboard recycling bin. Please include a copy of a cardboard recycling bin invoice when applying for an exemption.
- Recycles cardboard in other ways.
